Can anyone please tell me about the counseling process in aipmt ?

..it is mentioned in the information bulletin that we have to fill a form in counseling venue, what kind of form is that ? plus someone said to me that they allot college to you according to your rank, is that true ? all i heard was that you have to make selection according to the vacancies left. Please help me I am so confused ..!
